Environmental accounting: the physical approach

The “physical” approach was pioneered by the Norwegian government, which set up, in 1974, a Department of Natural Resources to develop and introduce a system of natural resource accounting and budgeting. In 1978, the French government decided to introduce in a phased way a system of natural resource accounts, and set up the Commission Interministérielle des Comptes du Patrimonie Naturel for this purpose. More recently, the Canadian government has begun to develop a similar system of accounts (Friend, 1986) and there is currently a UNEP proposal under way to initiate a system of physical accounts in three developing countries. The essential features of the approach can best be seen by looking in some detail at the actual systems developed in Norway and France.
